Replaces specific project preference criteria with a new primary preference for projects supporting advanced vehicle infrastructure needed to meet state climate goals, including zero-emission vehicle targets and related statutes.

Makes medium- and heavy-duty vehicle research, pilot, demonstration, and deployment projects that reduce fleet emissions in goods movement and public transit mandatory eligible projects for funding.

Moves alternative and renewable fuel projects (electricity, hydrogen, renewable diesel, etc.) and other existing eligible projects from mandatory to discretionary funding eligibility under the "may be eligible" category.

Requires the commission to develop and award block grants or incentive programs administered by public entities or non-profit technology entities for multiple projects, education, and alternative and renewable fuel technology centers.

Removes previous specific criteria regarding petroleum fuel transition goals, water pollution impacts, natural resource sustainability, and alternative fuel blend ratios as project preferences.
