Makes the Antelope Valley Community College District's baccalaureate degree pilot program permanent, exempting it from the July 1, 2026 termination date that applies to other pilot programs.

Authorizes Antelope Valley Community College District to offer baccalaureate degree programs and curricula that duplicate California State University or University of California programs if those CSU/UC programs are regularly at enrollment capacity and local needs are unmet.

Removes the requirement that Antelope Valley Community College District students must commence their baccalaureate degree by the beginning of the 2022-23 academic year, unlike other participating districts.

Repeals Section 78043, which previously set July 1, 2026 as the automatic termination date for the entire statewide baccalaureate degree pilot program.

Makes legislative findings that special statute is necessary for Antelope Valley Community College District due to its demonstrated success as a model baccalaureate degree pilot program.
