Extends the timeline for filling board vacancies from 60 days to 90 days before the Governor must appoint a replacement.

Prohibits former employees elected as board members from accruing service credit in the retirement system for their board service.

Allows borrowed funds for district expenses to be repaid from tax levy collections in the current fiscal year or either or both of the following two fiscal years, instead of only the current year.
