Defines "Polanco agrihousing" as employee housing owned by a nonprofit entity, financed with at least 50% public funds, containing no dormitory-style housing, and consisting of no more than 50 units or spaces for single families or households.

Designates Polanco agrihousing as an agricultural land use exempt from conditional use permits, zoning variances, and discretionary zoning clearances required of non-agricultural uses.

Exempts Polanco agrihousing from business taxes, local registration fees, use permit fees, and other fees not imposed on agricultural activities in the same zone.

Declares state policy that counties and cities shall permit and encourage development of employee housing facilities commensurate with local need.

Specifies that no state reimbursement is required because local agencies may levy service charges or fees to cover costs, or because the act relates to crime definitions and penalties.
