Authorizes unmanned aircraft systems used by businesses to deliver consumer products in California to collect, use, and retain audio, geolocation, and visual information only when reasonably necessary and proportionate for delivery purposes.

Requires businesses to destroy collected audio, geolocation, and visual information upon completion or realization of delivery purposes, except as required by federal law.

Defines "unmanned aircraft system" by reference to Section 853.5 of the Government Code and "delivery purpose" as the optimization of the unmanned aircraft system's commercial operations.

Adds Title 1.81.49 to Part 4 of Division 3 of the Civil Code governing unmanned aircraft systems privacy requirements.
