Expands exemptions from California's ABC test (which presumes workers are employees) to include licensed clinical social workers, licensed education psychologists, licensed professional clinical counselors, and licensed marriage and family therapists, who will instead be evaluated under the Borello standard.

Adds "social worker, education psychologist, professional clinical counselor" to the list of licensed professionals in subdivision (b)(2) whose employment status is determined by the Borello test rather than the ABC test.

Applies these exemptions retroactively to existing claims and actions to the maximum extent permitted by law.

Maintains that the ABC test applies to all other workers unless they fall into one of the specified exemptions listed in the Labor Code.

Takes effect for work performed on or after January 1, 2020.
