Removes the requirement that the California Department of Aging's minimum service standards include "cost containment and fiscal incentives consistent with the delivery of appropriate services at the appropriate level."

Requires the Department of Aging to provide area agencies on aging flexibility to develop and manage programs based on local need, including block granting of funds for six community-based services programs: Alzheimer's Day Care-Resource Centers, Brown Bag Program, Foster Grandparent Program, Linkages Program, Respite Program, and Senior Companion Program.

Expands eligibility and service requirements for the Alzheimer's Day Care-Resource Center Program to include support for families and caregivers, and adds new requirements for health services access, recreational activities, care coordination, and training.

Revises the Senior Companion Program to simplify definitions of target populations served and replace references to specific disability categories with more inclusive language focused on older adults at risk of institutionalization.

Repeals Chapter 9 (commencing with Section 9590) of Division 8.5 of the Welfare and Institutions Code, which pertained to the Senior Center Bond Act of 1984.
