Requires state agencies administering competitive grant programs from the Greenhouse Gas Reduction Fund to give preferential points to communities identified for emission reduction programs in air quality improvement grants, effective July 1, 2021.

Mandates at least three months between the first call for applications and the proposal due date for grant programs, and allows applicants from Imperial and San Diego counties to include daytime population numbers based on border crossing estimates.

Requires state agencies to develop at least three application categories with separate scoring criteria for housing, urban forestry, urban greening, and planning grant programs based on population and density of project locations.

Expands fund use purposes to include increasing water supply resilience, reducing transportation and energy costs in disadvantaged communities, accelerating low-carbon technology, reducing vehicle miles traveled, promoting inter-jurisdictional partnerships, supporting climate adaptation, and improving community access to green space.

Requires the Department of Finance to submit an annual report to the Legislature detailing grant applications received, including project locations, funding amounts requested, lead applicants, and funding status.
