Expands the definition of "employment" exemption under unemployment insurance law to include direct sales performed in the buyer's business, in addition to the buyer's home.

Specifies that buses, vans, or trucks used to sell tools and equipment for motorized vehicle repair and maintenance do not qualify as retail or wholesale establishments for purposes of the exemption.

Maintains existing requirements that salespeople be licensed under specified business codes or engaged in in-person demonstration and sales, with remuneration based substantially on sales output rather than hours worked.

Requires that exempt sellers have written contracts stating they will not be treated as employees for state tax purposes.
