Amends the Student Opportunity and Access Program to expand eligible populations to include pupils from mixed immigration status households, immigrants, LGBTQ+ youth, and those at risk of homelessness in addition to existing categories.

Changes project funding allocation requirements from a minimum of 30% for peer advisers and tutors to a minimum of 20% with a goal of 30% for college success coaches who mentor middle and high school pupils.

Requires projects to provide assistance to middle school pupils and their parents or guardians to inform them about future postsecondary education availability and financial aid access, and expands outreach to include career technical education awareness.

Modifies the information tracking system to collect pupil outcome data for middle and high school students rather than only grades 11-12 at secondary schools.

Repeals Section 69565, which previously allowed initial grants for new projects to be used for planning and development before full funding was allocated.
