Requires the Metropolitan Transportation Commission, Department of Transportation, Bay Area Toll Authority, and specified transit operators to jointly identify, plan, and deliver operational, transit, and infrastructure investments for the San Francisco-Oakland Bay Bridge corridor under the Bay Bridge Fast Forward Program.

Mandates submission of a comprehensive Phase 1 plan to the Legislature by January 1, 2022, detailing investments to improve bus and very high occupancy vehicle (7+ people) speed and reliability, including a metering light strategy, fare and toll pricing strategy, and enforcement plan.

Establishes a travel speed reliability performance target requiring buses and very high occupancy vehicles to average at least 45 miles per hour during morning and evening weekday peak commute times, with the target met if average speeds fall below 45 mph no more than two days per calendar month.

Authorizes the commission and Department of Transportation to implement a one-year pilot program on or after January 1, 2024, designating a bridge lane exclusively for buses and very high occupancy vehicles from 6-10 a.m. and 3-7 p.m., if the performance target is not met for six consecutive months.

Requires the Department of Transportation to obtain federal approval or waivers necessary to implement the program and establishes this as a state-mandated local program with reimbursement procedures for local agencies.
