Establishes the Health Care Payments Data Program administered by the Office of Statewide Health Planning and Development to collect and manage health care data from mandatory submitters (health plans, insurers, self-insured plans, and the Department of Health Care Services) and voluntary submitters.

Requires mandatory submitters to provide monthly claims and encounter data, eligibility files, provider information, pricing data, and personally identifiable information to support longitudinal and public health analyses while protecting individual privacy.

Creates a Health Care Payments Data Advisory Committee and Data Release Committee to advise on program policies, data collection, management, access, and public information products designed to improve public health, reduce disparities, and lower health care costs.

Authorizes the office to produce publicly available data products, analyses, and reports while protecting patient confidentiality; allows controlled access to nonpublic data by qualified researchers and analysts under data use agreements subject to Information Practices Act penalties.

Establishes the Health Care Payments Data Fund to receive revenues from data user fees, custom reports, and data product sales; authorizes funding from General Fund appropriations and transfers from the Managed Care Fund and Insurance Fund upon General Fund exhaustion.
