Establishes state policy to achieve carbon neutrality by 2045 and maintain net negative greenhouse gas emissions thereafter, in addition to existing 2030 emissions reduction targets.

Requires the State Air Resources Board to work with relevant agencies to develop a framework for tracking progress toward carbon neutrality and ensure scoping plan updates identify measures to achieve the goal.

Mandates the Natural and Working Lands Climate Change Implementation Plan include sequestration targets consistent with achieving carbon neutrality.

Requires state agency policies and programs to improve air quality and support health and economic resiliency of low-income and disadvantaged communities while protecting water supply, quality, and native biodiversity.

Directs state agencies to engage universities, businesses, investors, and communities in partnership to achieve carbon neutrality.
