Requires law enforcement to issue "Victims of Domestic Violence" cards (in a distinct color) to domestic violence victims at the scene, effective January 1, 2022, with specified information including shelters, hotlines, definition of domestic violence, statute of limitations, and contact for the National Domestic Violence Hotline.

Mandates cards be available in English plus a minimum of five most commonly spoken languages in each county and include a disclaimer stating the information is not legal advice or a guarantee of rights or services.

Adds issuance of Victims of Domestic Violence cards as a required training topic for law enforcement officers in domestic violence response courses, to be implemented with the next curriculum revision on or after January 1, 2022.

Requires the Office of Emergency Services to establish and maintain an internet website with comprehensive domestic violence information including legal definitions, shelter services by county, statute of limitations, arrest policies, restraining order procedures, and resources for LGBTQ and Native American victims.

Requires the Office of Emergency Services to develop a model Victims of Domestic Violence card that cities and counties can modify, effective January 1, 2022.
