Authorizes the Department of Corrections and Rehabilitation to process original and renewal requests for California identification cards and driver's licenses (including Real IDs) while inmates are incarcerated.

Requires all Department of Corrections and Rehabilitation facilities to obtain DMV-approved cameras and necessary documentation on behalf of inmates, with written consent, for ID and license applications.

Allows inmates to retain their prison-issued identification cards upon release, which the Department of Motor Vehicles must accept as sufficient proof of identity for California ID and driver's license applications.

Requires the Department of Corrections and Rehabilitation to provide inmates at least 13 months before release the ability to renew licenses and 24 months for original license documents; life-sentence inmates become eligible when scheduled for their first parole hearing.

Mandates an annual report to the Legislature detailing the number of inmates assisted, facilities providing services, license types issued, and any impediments to program implementation.
