Establishes the Public Provider Intergovernmental Transfer Program, effective no sooner than July 1, 2021, to provide increased Medi-Cal reimbursement for eligible public emergency medical transport providers through an add-on increase to the fee-for-service payment schedule.

Defines "eligible providers" as public entities (state, city, county, fire protection districts, special districts, health care districts, or federally recognized Indian tribes) that provide emergency medical transports and are enrolled as Medi-Cal providers.

Exempts eligible providers from quality assurance fees and allows them to receive the add-on increase reimbursement exclusively during any Medi-Cal managed care rating period when the program is implemented.

Requires the Director of Health Care Services to calculate the annual quality assurance fee at least 150 days before the start of the state fiscal year, commencing in the 2021-22 fiscal year, and publish it at least 30 days before the fiscal year begins.

Allows the nonfederal share of supplemental reimbursement to be funded through voluntary intergovernmental transfers from eligible providers and their affiliated entities, with the state assessing a 10-percent administrative fee on transferred funds.
