Enacts the UNITY Act requiring development of UNITY software to streamline affordable housing project applications on a single, shared platform across state and local agencies.

Requires a state agency or contracted third party to develop and implement the software upon Legislative appropriation of no more than $5,000,000.

Mandates three-phase development within one year: Phase 1 creates universal funding application for corporate and financial information; Phase 2 develops regulatory agreement execution and project management tools; Phase 3 addresses community outreach and lease-up management.

Requires collaboration with real estate developers during software development to ensure effectiveness for actual users.

Aims to eliminate duplicate information submissions (currently requiring nine separate submissions) and increase transparency and accountability in affordable housing funding distribution.
