Requires the California Health and Human Services Agency to coordinate with the State Department of Social Services and the Department of Youth and Community Restoration to implement a common identifier for tracking youth in both child welfare and juvenile justice systems by January 1, 2023.

Maintains existing requirement for the State Department of Social Services to implement case management system functions enabling county child welfare agencies and probation departments to identify youth involved in both systems by January 1, 2019.

Directs counties to use the common identifier to reconcile data across child welfare and juvenile justice systems statewide.

Repeals previous requirements for the Judicial Council to convene a stakeholder committee and develop recommendations on data tracking, standardized definitions, and outcomes for dual-status youth.
