Requires the Bureau of Cannabis Control to establish regulations by January 1, 2022 that allow different value tiers of cannabis goods to be carried during delivery based on vehicle type: bicycles ($500), motorcycles/scooters ($950), cars ($20,000), and cargo vans ($50,000).

Mandates the Bureau of Cannabis Control, in coordination with the California Highway Patrol, develop transportation safety standards by January 1, 2022 for all delivery vehicle types, including operator qualifications, security features, GPS tracking, and identity verification requirements.

Requires a standardized inspection and certification process for all delivery vehicles to be implemented on or after January 1, 2023 based on the developed transportation safety standards.

Codifies existing administrative law provisions that delivery employees may only carry cannabis goods in delivery vehicles, perform deliveries for one licensed retailer at a time, and must depart and return to the same premises before taking goods from another licensee.

Establishes that the bill furthers the purposes and intent of the Control, Regulate and Tax Adult Use of Marijuana Act, requiring a two-thirds legislative vote for passage.
