Requires persons under 18 years of age to wear a properly fitted and fastened helmet meeting American Society for Testing and Materials or United States Consumer Product Safety Commission standards when riding a horse on a public street or highway.

Defines "horse" to include any equine (horse, pony, burro, or mule) and "horse-involved collision" as a collision between a motor vehicle and a horse.

Requires law enforcement agencies responding to horse-involved collisions to note that fact in their reports and report the number of such collisions to the Transportation Agency on at least an annual basis.

Requires law enforcement agencies that receive accident reports indicating a horse-involved collision to also report the number of those collisions to the Transportation Agency on at least an annual basis.

Provides that reimbursement is not required for costs associated with creating the new infraction, but authorizes reimbursement for other mandated costs if determined by the Commission on State Mandates.
