Revises the definition of "unsafe handgun" effective July 1, 2022, by requiring microstamped characters to be imprinted in one location on the interior or internal working parts of semiautomatic pistols instead of two locations.

Requires new semiautomatic pistols not already on the roster to include a chamber load indicator and magazine disconnect mechanism, in addition to existing safety requirements.

Mandates the Department of Justice remove three semiautomatic pistols from the roster for each new firearm added to the roster, prioritizing removal of older models lacking the required safety features.

Authorizes the Department of Justice to adopt emergency regulations to implement the act, effective until July 1, 2022, or until regular regulations are adopted.

Specifies that no state reimbursement is required because the costs incurred by local agencies result from changes to the definition of crime.
