Requires each city and county to develop a plan by January 1, 2022 to reduce its unsheltered homeless population by at least 10% annually, based on federal point-in-time count methodology.

Plans must include current homeless population counts, housing capacity and progress, efforts to address root causes of homelessness, and strategies to prevent exits from jails, hospitals, and foster care from resulting in homelessness.

Mandates annual progress reports to the Homeless Coordinating and Financing Council detailing plan implementation and progress toward the 10% reduction goal.

Authorizes the Office of the Inspector General to bring legal action against cities or counties that fail to adopt or implement their plans, with courts able to issue orders requiring compliance.

Establishes a state-mandated local program requiring reimbursement from the state to local agencies if the Commission on State Mandates determines the bill creates unfunded costs.
