Requires the California Transportation Plan to address achieving 40% greenhouse gas emissions reduction below 1990 levels by December 31, 2030, in addition to existing 2020 targets.

Adds environmental justice as a required subject area for the plan to consider alongside mobility, safety, economic development, and environmental protection.

Mandates the plan address consistency with state and national ambient air quality standards across all areas of California as described in state implementation plans under the federal Clean Air Act.

Requires the third update to the plan (due by December 31, 2025) to include a 20-year forecast of advanced and emerging technologies' impacts on transportation infrastructure and a review of progress from previous plans.

Directs the Strategic Growth Council to submit a report by January 31, 2022, assessing sustainable communities strategies and recommending improvements to align transportation funding programs with long-term state goals.
