Authorizes school districts to make rental housing units constructed with financing proceeds available to employees of other school districts, community college districts, special districts, and cities/counties in addition to their own employees.

Expands the Teacher Housing Act of 2016 to allow local agencies (cities, counties, special districts, etc.) to establish programs addressing housing needs of teachers, school district employees, and local public employees.

Permits school districts and local agencies to allow employees of other school districts, community college districts, and local agencies to occupy affordable rental housing developed under programs established pursuant to the act.

Adds definitions of "local agency," "local public employee," and "teacher or school district employee" to the Health and Safety Code.

Establishes state policy supporting affordable rental housing for teachers and school district employees, allowing recipients of local or state funds or tax credits to restrict occupancy while permitting school districts to allow local public employees to occupy the housing.
