Changes the annual reporting date for the State Department of Developmental Services from April 1 to April 5 for providing information on efforts to serve consumers with challenging service needs to legislative committees and the regional center clients' rights advocacy contractor.

Requires the department to report to fiscal and appropriate policy committees of the Legislature and the contractor for regional center clients' rights advocacy services annually on April 5 (instead of April 1) regarding admissions, outcomes, specialty services development, and facility utilization data.

Makes minor grammatical and stylistic changes to existing law, including replacing "his or her" with "the client's" and "where" with "when" in relevant sections.
