Extends requirement that 20% of California Clean Truck, Bus, and Off-Road Vehicle and Equipment Technology Program funding support early commercial deployment of existing zero- and near-zero-emission heavy-duty truck technology from December 31, 2020 to December 31, 2025

Creates separate definitions for "near-zero-emission" (vehicles certified to meet stringent reduced nitrogen oxides standards) and "zero-emission" (vehicles reducing greenhouse gas emissions and improving air quality compared to conventional alternatives)

Simplifies the definition of "zero-emission" to focus on emissions reduction pathways rather than specifying particular fuel types or technologies

Requires state board to develop guidance through existing Air Quality Improvement Program funding plan process consistent with California Global Warming Solutions Act of 2006

Mandates three-year investment strategy for zero- and near-zero-emission heavy-duty vehicles and equipment starting with 2019-20 fiscal year funding plan
