• Expands the referral agency exemption from the ABC employment test to include nonprofit youth sports coaches under specified conditions.

• Defines "nonprofit youth sports coach" as a person who provides coaching through a nonprofit youth sports organization, is free from control except for league requirements, develops their own curriculum, and provides their own equipment (excluding the field or playing location).

• Allows nonprofit youth sports coaches to provide services under the nonprofit organization's name, not be independently established as separate coaches, and be compensated at amounts agreed to between coach and organization without violating the referral agency exception.

• Permits nonprofit youth sports organizations to require coaches to undergo background checks without violating the independent contractor status provisions.
