Requires the State Air Resources Board to adopt the Clean Fleet Program by July 1, 2021, with implementation beginning January 1, 2022, to reduce greenhouse gas emissions and improve air quality through biofuel incentives.

Provides incentive payments of at least $0.25 per gallon for off-road diesel displacement with biofuels and at least $0.10 per gallon for on-road fleets with 25 or more trucks.

Mandates the state board adopt guidelines ensuring the program focuses on areas with greatest air quality impact and coordinates with other disadvantaged community programs funded by the Greenhouse Gas Reduction Fund.

Requires the state board to set specific and measurable goals for petroleum diesel displacement by July 1, 2021, and annually thereafter, and to take necessary steps to meet those goals.
