Department of Housing and Community Development must create a state homeless integrated data warehouse in coordination with the Homeless Coordinating and Financing Council and other state and local partners to compile data on homelessness.

Data warehouse shall collect deidentified information including demographic data, number of individuals and families experiencing homelessness, access to benefits, reasons for homelessness, disability and veteran status, and housing entry/exit dates.

Department must coordinate with six state agencies (Corrections and Rehabilitation, Education, Health Care Services, State Hospitals, Social Services, and Veterans Affairs) to integrate longitudinal cost-based data on homelessness intersecting with criminal justice, education, healthcare, and child welfare systems.

All data must be deidentified to protect privacy and comply with state and federal laws; participating agencies must enter into data-sharing agreements and update data at minimum quarterly with no additional provider data entry requirements.

Department shall submit a report to the Legislature by July 1 of the second year after implementation analyzing best practices and service gaps for persons experiencing homelessness; bill becomes operative only if Legislature appropriates sufficient funds.
