Extends the Supervised Population Workforce Training Grant Program from January 1, 2021 to January 1, 2026, providing vocational training and apprenticeship opportunities for persons on probation, mandatory supervision, and postrelease community supervision.

Establishes an emergency preparedness task force within the Department of Corrections and Rehabilitation, chaired by the Secretary or designee, with members including CDCR representatives, correctional peace officers, currently and formerly incarcerated persons, and representatives from various criminal justice reform organizations.

Requires the task force to evaluate correctional system preparedness for emergencies including viral outbreaks, natural disasters, civil insurrection, and war, with initial findings due by January 1, 2021 and quarterly reports thereafter on April 1, July 1, October 1, and January 1.

Directs task force recommendations to address capital improvements, continuity of programs and services during emergencies, safety supplies, alternatives to incarceration, prison closures, and public health and safety measures.

Authorizes the task force to award competitive grants to nonprofit organizations furthering the task force's recommendations, subject to future legislative appropriation and regulations adopted by the task force chair.
