Establishes a THP-NMD housing supplement for nonminor dependents in transitional housing placement programs, beginning January 1, 2021, subject to annual budget appropriations.

Calculates the supplement based on fair market rent: for custodial parents, the difference between one-bedroom fair market rent and 21.45 percent of the established rate; for non-custodial parents, the difference between half of two-bedroom fair market rent and 21.45 percent of the established rate.

Requires the Department of Social Services to annually calculate the supplement for each county and notify county welfare agencies by November 1 of each year using an all-county letter.

Ensures counties receive no less than the base rate established by December 31, 2019, and defines fair market rent as rates calculated by the U.S. Department of Housing and Urban Development for Housing Choice Voucher programs.

Specifies that no state reimbursement is required for costs that fall within the 2011 Realignment Legislation funding framework under the California Constitution.
