Extends hazardous site requirements to charter schools and private schools that previously only applied to school districts when acquiring schoolsites or constructing new elementary or secondary schools.

Requires lead agencies to consult with administering agencies and air pollution control districts to identify facilities within one-fourth mile of proposed schoolsites that might emit hazardous air emissions or handle hazardous materials.

Prohibits schoolsite acquisition or construction on current or former hazardous waste disposal sites, hazardous substance release sites, or sites with hazardous pipelines unless specific conditions are met.

Requires written findings by school governing bodies or city/county authorities that health risks from nearby facilities do not pose endangerment, or that corrective measures will mitigate emissions before school occupancy.

Establishes a 30-day response deadline for administering agencies and air pollution control districts to provide information about nearby hazardous facilities when requested.
