Changes notice requirement for childcare providers from 14 calendar days before effective date to same day notice of action is issued to families, including the effective date of changes.

Removes Fi$Cal Project implementation condition and makes direct deposit payments available immediately upon contractor request instead of waiting for system implementation.

Increases maximum reserve fund balance for alternative payment model and certificate childcare contracts from 2% to 15% of contract amounts (or $1,000, whichever is greater).
