Authorizes California Community Colleges to use restricted lottery funds for housing assistance and food assistance for community college students, in addition to the existing permitted use for instructional materials purchases.

Applies to increases in lottery funding allocated to public education above amounts calculated in the 1997-98 fiscal year, with 50 percent of such increases distributed to school and community college districts.

Makes findings that housing and food insecurity are significant barriers to community college student success and that $87.9 million in restricted lottery funds went unused in 2017-18.

Declares the bill furthers the purposes of the California State Lottery Act of 1984 and requires a two-thirds legislative vote under the Lottery Act's amendment requirements.

Takes effect immediately as an urgency statute due to the COVID-19 pandemic and resulting economic crisis affecting community college students.
