Revises school funding formulas to credit districts, county offices of education, and charter schools for attendance losses during epidemics, pandemics, or infectious disease outbreaks, including absences due to illness, quarantine, social distancing, and distance learning.

Requires school districts, county superintendents, and charter schools to continue providing free or reduced-price meals to needy pupils during state emergencies or major disasters, with delivery options to homes in compliance with public health guidelines.

Establishes a moratorium on rent collection from small businesses and prohibits unlawful detainer actions for nonpayment of rent during state-declared public health emergencies.

Authorizes zero-interest loans from the California Small Business Expansion Fund to small businesses and nonprofit organizations affected by public health emergencies or natural disasters.

Provides immediate paid sick leave for employees during public health emergencies—14 days for full-time salaried employees and equivalent scheduled hours for part-time/hourly workers—and establishes a program for independent contractors and day laborers upon legislative appropriation.

Prohibits electrical, gas, and water utilities (including municipal districts) from terminating residential or small commercial service for nonpayment during the first three billing cycles following a state emergency or major disaster, and requires utilities to offer 12-month payment amortization agreements to affected customers.
