Creates criminal penalties for knowingly and fraudulently representing, selling, or offering to sell an emotional support dog as entitled to the rights and privileges of a guide, signal, or service dog, punishable by up to 6 months in county jail, up to $1,000 fine, or both.

Requires persons or businesses selling emotional support dogs to provide an explicit disclosure form stating the dog does not have special training and is not entitled to rights accorded to guide, signal, or service dogs.

Prohibits sellers of emotional support dog certificates, identification, tags, vests, leashes, or harnesses from implying government validation or endorsement of certifications or registries.

Restricts health care practitioners from providing documentation of need for emotional support dogs unless they have a valid license, established a 30-day client-provider relationship, and completed an in-person clinical evaluation.

Subjects individuals violating these provisions to the same criminal penalties as fraudulent representation, and subjects businesses to criminal fines.
