Clarifies that state contribution limits do not apply to candidates for county or city office that are subject to mandatory contribution limits adopted by their county or city under Section 85702.5.

Removes the January 1, 2021 operative date from provisions establishing state contribution limits for county and city candidates, making the exemption for locally-limited jurisdictions immediately applicable.

Makes conforming changes to Sections 85305, 85306, 85307, 85315, 85316, 85317, and 85318 to apply the same exemption for candidates subject to mandatory local contribution limits.

Requires a two-thirds vote of each house of the Legislature for passage, as the bill amends the voter-approved Political Reform Act of 1974.

Declares the bill furthers the purposes of the Political Reform Act of 1974.
