Amends Section 23320 of the Business and Professions Code to modify the Department of Alcoholic Beverage Control's fee adjustment and reporting procedures for alcoholic beverage licenses.

Requires the department to transmit adjusted annual fee lists to the Chairperson of the Assembly Committee on Governmental Organization and the Chairperson of the Senate Standing Committee on Governmental Organization, in addition to the Joint Legislative Budget Committee.

Changes the deadline for transmitting the adjusted fee list from January 10 to January 31 of the year before the list becomes effective.

Maintains existing fee amounts for various alcoholic beverage license types through September 30, 2019, with specified increases effective October 1, 2019.

Allows the department to adjust fees annually beginning January 1, 2021, based on the California Consumer Price Index, with a maximum increase of 8 percent without legislative approval.
