Requires cities and counties to revise their land use elements upon the next revision on or after January 1, 2022 to address the need for early childhood education facilities.

Mandates that revisions include information on the location and capacity of existing early childhood facilities, barriers to expanding them, and identification of responsible public agencies and organizations.

Requires cities and counties to establish goals, policies, objectives, and feasible implementation measures based on that information to support the location and capacity of early childhood education facilities.

Directs the Office of Planning and Research to prepare advisory guidelines by January 1, 2022 including best practices, data sources, legal barriers, and model ordinances for early childhood education facility planning.

Defines "early childhood education facilities" as facilities providing care, supervision, or educational services for children zero to five years of age by adults other than parents and legal guardians.
