Requires courts to permit defendants to pay traffic violator school fees in installments if they demonstrate financial inability to pay the full amount immediately, rather than limiting installment payments to those who pay at least 10% upfront.

Allows installment payment schedules to extend longer than 90 days if agreed upon by the court, and permits defendants to attend traffic violator school upon payment of the first installment.

Authorizes courts to charge up to $35 in administrative and clerical fees for processing installment payments of traffic violator school fees.

Maintains existing law that allows courts to convert unpaid installment fees to bail, declare them forfeited, report as a conviction, or charge failure to pay penalties if a defendant misses installment payments.

Preserves existing fee collection and distribution procedures for traffic violator school revenues deposited into county general funds and designated emergency medical services funds.
