Require the California Environmental Protection Agency to complete a programmatic review of existing grant and loan programs for brownfields by December 31, 2021.

Require a comprehensive review of brownfields in the state including a directory of all identified brownfield sites, common health impacts, effectiveness of mitigation programs, total cleanup costs, economic impacts on communities, and average remediation costs.

Require the California Environmental Protection Agency to submit a report to the Legislature on the brownfields review by no later than February 1, 2021, in compliance with Government Code Section 9795.

Expand the brownfields ombudsperson's responsibilities to include advocating for environmental justice considerations for low-income and racial minority populations impacted by brownfields.

Sunset the reporting requirement on January 1, 2025, pursuant to Government Code Section 10231.5.
