Converts student members of community college district governing boards from nonvoting to voting members, with each student receiving an advisory vote or full vote at the board's discretion.

Entitles student members to make and second motions without requiring governing board authorization, and guarantees compensation equal to regular board members under Section 72024.

Requires student members to attend regular board meetings but excludes them from executive sessions, personnel matters, and collective bargaining discussions.

Maintains existing requirements that student members be enrolled for at least five semester units and meet minimum scholarship standards, with one-year terms beginning June 1.

Imposes state-mandated local program costs on community college districts requiring adoption of implementing rules and regulations by May 15 annually.
