Establishes the Mental Health Response and Treatment Challenge Grant Program to fund local agencies developing programs that improve mental health services for people in the criminal justice system.

Board of State and Community Corrections will administer the program and award grants on a competitive basis with standards for coordinating social services, law enforcement, and justice system decision-making.

Grants may support mental health crisis response, case management, housing, treatment for substance use disorders, employment services, civil legal services, and dedicated prosecutorial and law enforcement resources.

Eligible uses of grant funding include project management, community engagement, outreach costs, data collection for program evaluation, and overtime for law enforcement and prosecutor participation.

Program becomes operative upon appropriation by the Legislature.
