Requires all local agencies (counties, cities, and city-counties) to adopt and submit a homelessness plan of action to the Department of Housing and Community Development by January 1, 2022, with updates required at least every 4 years thereafter.

Homelessness plans must include surplus land inventory, estimates of homeless and at-risk populations, reduction strategies, funding sources, service provider partnerships, and descriptions of available housing and support services.

Department of Housing and Community Development must review each plan and provide recommendations for improvement within 120 days of receipt; local agencies must respond within 120 days indicating which recommendations they will adopt.

Local agencies that decline to follow a recommendation must provide detailed accounting of how state funds were used within one year; failure to provide this accounting results in ineligibility for state funding appropriated under this chapter or the Budget Act until the accounting is submitted.

Applies to all cities, including charter cities, as a matter of statewide concern rather than a municipal affair; state reimbursement for mandated costs shall be made pursuant to existing statutory procedures.
