Eliminates the definition of "direct potable reuse" and substitutes "groundwater augmentation" for "indirect potable reuse for groundwater recharge" in Water Code definitions.

Requires the State Water Resources Control Board to adopt uniform water recycling criteria for raw water augmentation by December 31, 2023, with possible extension up to 18 months if necessary.

Establishes an expert review panel to evaluate proposed raw water augmentation criteria and certify whether they adequately protect public health before adoption.

Revises the definition of "treated drinking water augmentation" and updates references to potable reuse terminology throughout Water Code sections related to water recycling and supply.

Allows the state board to continue permitting potable reuse projects under existing authority before formal uniform criteria adoption, and requires posting of findings and research timelines on the state board's website if additional scientific research is needed.
