Requires the Compliance Offsets Protocol Task Force to consider developing additional offset protocols, including protocols for enhanced management or conservation of agricultural and natural lands, and for enhancement and restoration of wetlands.

Directs the task force to develop recommendations for the State Air Resources Board on methodologies allowing groups of landowners to jointly develop natural and working lands offset projects under approved protocols.

Task force recommendations must address lowering project transaction costs for participants and enabling greater landowner participation while maintaining project integrity and transparency.

Task force membership includes representatives from scientists, air quality districts, carbon market experts, tribal representatives, environmental justice advocates, labor representatives, forestry and agriculture experts, and dairy experts.

Provisions remain in effect until January 1, 2031, when the section is repealed.
