Specifies that the 90-day period for employers to complete investigations and initiate disciplinary proceedings or reinstate academic employees on involuntary paid administrative leave is a 90-working-day period (Monday through Friday, excluding weekends and state holidays).

Excludes any authorized vacation days taken before the involuntary paid administrative leave from counting toward the 90-working-day calculation period.

Allows the period of paid administrative leave to be extended by mutual agreement between the employee and employer.

Updates gender-specific language in existing law to use "the employee" instead of "him or her" and "he or she."

Preserves rights of labor organizations and employees under the Educational Employment Relations Act.
