Amends Section 19606.1 of the Business and Professions Code to specify that health and safety repair projects at fairs funded by satellite wagering license fees include earthquake projects.

Expands the definition of "health and safety repair projects" from fire and life safety improvements to also include fire, earthquake, and life safety improvement projects.

Maintains existing requirements that satellite wagering license fee revenues be deposited in a separate account in the Fair and Exposition Fund and continuously appropriated to the Department of Food and Agriculture for specified purposes.

Preserves existing priority allocation structure requiring debt service payments and other specific expenses to be funded before discretionary allocations to fairs can be made.
