Amends Government Code Section 3251 to expand the definition of "firefighter" under the Firefighters Procedural Bill of Rights Act to include temporary, seasonal firefighters employed by the Department of Forestry and Fire Protection.

Temporary, seasonal firefighters employed by the Department of Forestry and Fire Protection are now entitled to the same procedural protections as regular firefighters when under investigation for matters that could lead to punitive action.

Punitive action is defined as any action that may lead to dismissal, demotion, suspension, reduction in salary, written reprimand, or transfer for purposes of punishment.

Makes a nonsubstantive change replacing "his or her" with "the employee's" in the definition section.
