Amends Government Code Section 54221 to clarify that provisions regulating surplus land disposal do not require local agencies to actually dispose of land declared as surplus.

Adds new subsection (4) to Section 54221(b) stating "Nothing in this article shall be construed to require a local agency to dispose of land that is determined to be surplus."

Maintains all existing requirements for declaring land as surplus or exempt surplus land through formal public meetings with written findings before any disposal action.

Preserves local agencies' ability to obtain fair market value for surplus land disposals and all other existing surplus land provisions.
